The AARTO Regulations, 2025, supporting the AARTO Amendment Act 2019, were published in Government Gazette 53605 (from page 43) on 31 October 2025.
The proclamations implementing the AARTO Act and Amendment Act were published on 1 August 2025. 69 municipalities will be part of the AARTO system from 1 December 2025, and the remaining 144 municipalities will join on 1 April 2026. The points demerit system will be active from 1 September 2026.
As the Regulations were only published on 31 October 2025, it left us with only a few weeks before implementation. We are therefore only planning for webinars before the December implementation (timing for registration, preparation of AARTO information documents, availability of venues, etc.)
If needed, we will arrange physical sessions in the major areas in February and March 2026.

Alta Swanepoel will be hosting the webinars covering the AARTO Act and Regulations. These sessions will detail the new procedures, service requirements, demerit points, and practical implications of the legislation.
